I hold a Bachelors of Law Degree from Makerere University, Master’s Degree in Public Procurement Law and Policy from University of Nottingham, Master’s in Petroleum and Natural Gas from Amity University India and a Diploma in Legal Practice from the Law Development Centre. I was called to the Bar in 1997.
I have over 17 years of experience in advising Governments, offering policy and technical advice on aspects of privatization, procurement of works, goods and services, monitoring compliance, assessment of performance, reviewing and auditing procurement processes. I was executive director of the Procurement Authority for 9 years before moving to the private sector.
My expertise lies in government procurement and contracting, transaction advisory, investment and risk advisory, due diligence, commercial law transactions, finance and trade, public private partnerships, debt recovery, joint ventures and subcontracting.
I have extensive knowledge in the United Nations procurement regime, African Development Bank and World Bank procurement regimes. I have extensive experience in supply chain management and development of procurement regulation in the COMESA region. I have developed procurement review mechanisms including tribunals and administrative review mechanisms.
A member of the Uganda Law Society, the East Africa Law Society, member management committee of the Law Development Centre, council member of the Institute of Procurement Professionals of Uganda, member of the technical working Committee of Procurement Experts of COMESA, and a consultant with the International Law Institute.
